Limited institutional capacity, inadequate funding and weak coordination between different levels of government have emerged as key obstacles to Namibia’s decentralisation agenda.
The Parliamentary Standing Committee on Urban and Rural Development and Land Reform warned that addressing these shortcomings will be critical to the successful implementation of NDP6.
The issues came under scrutiny on Monday as the Standing Committee opened a five-day capacity-building workshop on decentralisation in Gobabis.
The workshop, which runs until Friday, aims to strengthen Parliament’s understanding of decentralisation while examining whether the country’s legal, institutional and financial frameworks are sufficient to support the objectives of NDP6.
