The City of Windhoek (CoW) has reached a major milestone in its large-scale informal settlement formalisation programme with the submission of the first five Environmental Clearance Certificate (ECC) applications to the Office of the Environmental Commissioner.

The move paves the way for the eventual creation of 11 226 residential erven in the capital.
The City of Windhoek revealed in a press statement that the applications were officially lodged on 29 May 2026 through the Environmental Clearance Certificate System and are currently undergoing screening by the Environmental Commissioner as part of the Environmental Impact Assessment (EIA) process.
The submission follows a public participation process that was launched on 13 March 2026, during which residents and interested and affected parties were invited to provide input on the proposed township establishments as part of the required environmental assessment procedures.
