Opinion – Petroleum economics: Who really gets what from a barrel of oil?

Since the discoveries in the Orange Basin, public discussion has largely focused on how much oil Namibia may possess. Yet a more important question often receives far less attention: if Namibia owns the oil, why does it need to tax it? At first glance, the answer may seem obvious. If the resource belongs to the country, then surely all the revenue generated from it should automatically belong to the country as well. However, petroleum economics tells a more complicated story. In reality, owning an oil resource and converting that resource into economic value are two very different things.

Understanding that distinction is essential to understanding how petroleum-producing countries, including Namibia, ultimately benefit from their natural resources.

Unlike downstream petroleum activities, where value is created through refining, transportation and marketing, upstream petroleum projects derive their value from the extraction of a finite natural resource. This is why questions of ownership, taxation and economic rent occupy such a central place in petroleum economics.

Sovereign ownership does not guarantee wealth

The starting point is understanding who owns Namibia’s petroleum resources. Article 100 of the Constitution establishes the principle of sovereign ownership of natural wealth, providing that Namibia’s natural resources belong to the State unless otherwise lawfully owned.
