Lawmaker Willem Amutenya has called on the youth ministry to review the National Youth Service (NYS) admission requirements, saying the current criteria risk excluding disadvantaged young Namibians the programme was created to assist.

In a letter dated 29 July 2026 and addressed to youth minister Sanet Steenkamp, Amutenya said the recruitment requirements for the 17th Voluntary National Service Training Programme are inconsistent with the spirit of the National Youth Service Act.
The appeal follows the NYS recruitment advertisement issued on 28 July 2026, inviting unemployed Namibians aged between 16 and 30 years to apply for the September intake at the Henties Bay and Rietfontein training centres.
