The National Assembly has passed the Income Tax Amendment Bill 2025, paving the way for the establishment of a dedicated tax court aimed at improving the resolution of tax-related disputes and strengthening confidence in Namibia’s tax administration system.

Introduced by the finance minister Ericah Shafudah, the Bill seeks to amend the Income Tax Act of 1981 by replacing the current “special court” with a specialised tax court.
It will hear income tax and value-added tax (VAT) appeals as well as other disputes assigned to it under the law.
The proposed tax court will operate as a division of the High Court of Namibia, making it a court of record with powers as those exercised by the High Court.
