The Khomas Residents and Ratepayers Association (KRRA) has criticised the City of Windhoek over what it describes as a nearly six-month delay in securing a formal deputation before council, raising concerns about delays in public participation processes and warning that the matter could form the basis of legal action.

The association submitted a deputation request on 8 December 2025 in terms of Rule 10 of the Standing Rules and Orders governing local authority council proceedings under the Local Authorities Act.
The request was later granted by the City. In correspondence signed on behalf of CEO Moses Matyayi, the municipality confirmed that the request for a deputation had been “noted and granted” and outlined procedural requirements in terms of Rule 3, which limits a deputation to five members, with only one allowed to address Council.
