Khomas responds to Kahungu

The Khomas Regional Council says it has put in place a formal framework to strengthen cooperation with the City of Windhoek and the Office of the Governor to improve service delivery, coordinate development projects and ensure all three institutions work from the same plan.

Khomas Chief Regional Officer Clement Mafwila said the framework includes an Integrated Regional Development Plan, an Intergovernmental Forum and the renewal of a Memorandum of Understanding (MoU) with the City of Windhoek. He said the mechanisms are designed to coordinate projects, budgets and responsibilities among the three institutions as they serve the same residents.

His comments follow calls by senior City of Windhoek councillor Fransina Kahungu for the Regional Council to play a greater role in addressing unemployment, waste management, sanitation and other service delivery challenges in the capital.

Kahungu argued that stronger cooperation between local, regional and central government would improve the lives of residents.

Mafwila said the Regional Council agrees on the need for collaboration but believes the newly established intergovernmental structures provide the best platform for achieving that objective.

“The relationship between central government, regional and local authorities should be managed in a formal way,” he said.
